At a glance, I think the visual contrast between a hollow bullet and a text
is very low. The function of a bullet is to allow the reader to quickly
comprehend that a list of items is being presented; therefore, a hollow
bullet doesn't well serve that purpose--it too closely resembles regular
text in its density. It's density -- its solidness and darkness -- is what
makes it useful as a visual cue.
