Thanks for the wide variety of responses. I think I can now clarify what
my need is. I listed them in order of preference:

1. A batch editing way to change the cross-document links in hundreds of
documents-- So that each link opens the "second" document in a NEW
window. We can PUBLISH to our LCMS again, but we would love to avoid
regenerating the PDFs. Additionally, I would need to make sure that this
change overrides the user's settings in Acrobat or Reader. Anyone know
of a way to do this?

2. A manual way to edit all those PDFs, one at a time, to do the same.
This is still not clear to me how to do this with a PDF.

3. (I did learn how to go back to a word document and do it, then
re-distill).
