Thanks to Pat at CapDev for pointing me in the direction of this
solution!

And, I just want to say up front that this is the screwiest Word thing
I've ever encountered, and that's saying something!

The solution to my non-working PDF links turned out to be redoing my TOC
styles so that there was no space BEFORE the line in styles TOC1, TOC2
and TOC3. For TOC2 and TOC3, I set an AFTER-line spacing of 6pt (it had
been zero) and then checked the "Don't use space between paragraphs of
the same style" checkbox. My TOC looks exactly the same.

One thing I noticed in the previous iteration of the document, once I
was clued in to look for it, was that although there were no hyperlinks
in the TOC, there were hyperlinks that should have been in the TOC on
subsequent pages of the PDF. So random lines in the body of Pages 1-3 in
the document linked to headings elsewhere in the document.

Wow, was that ever non-intuitive!
