Just as the UI you are documenting may change out from under you 
tomorrow, Microsoft may change their current direction (i.e., that the 
WinHelp engine will not be included in Vista and will not be 
redistributable, but it will be available for download). However, as 
professionals, we make our decisions based on the information we 
have today. If that information changes tomorrow, we adjust and 
move along.

Given the information we have today, it is a wise decision to migrate 
existing WinHelp projects to an alternative help technology, 
especially if the products being documented will continue to 
evolve/be updated.
