I highly recommend Peter Kent's book "Making Money in Technical
Writing" as a good introduction to the field. You can find it new and
used on Amazon.

Hello,

I am interested in exploring the field of freelance technical writing
but am unsure how to start or what qualifications I will be required
to present to potential employers. What skills (i.e. project
management, software, level of experience, etc.) do I need to become a
more desireable candidate for freelance employment?

Where does one begin to become a successful freelance writer?
