While not specifically usability, you could take a look at the Web Accessibility Initiative. It's targeted at accessibility issues, but you should be able to generalize it out to usability for everyone.

You could also check out InfoDesign. They have a newsletter that links out to dozens of articles about usability, IA, HCI, design, and much more.
