From your description, it sounds to me as if the "technical
specification"
you're referring to is an excerpt from a "functional specification" that is
being used in an advertising brochure and contains only enough information
to get a prospective customer to pick up the phone and dial the sales dept.

From what I have seen, quite frankly, it is a Functional Specification that is so unfunctional that no one dares call it such. So, to call it something, they give it the catch-all name of Techincal Specification. But, of course, there may be other considerations that I am not aware of.
