Names get capitalized. That's all there is to it; there is no other
argument. You don't lowercase a name, and Internet and Web are names. One is
the official name, and the other is the nickname. And we don't lowercase
nicknames, either.


A nit: Web is a nickname for the World Wide Web. Internet is a proper noun but is not the "official" name of anything. However, the World Wide Web is _not_ the Internet. It is just a part of the Internet accessible to browsers.

The Internet itself is defined by the protocols used ship packets of information around: TCP/IP. The various parts of the Internet are defined by the protocols used to encode information that gets shipped in those packets (and, by implication, the programs that encode and interpret those protocols): HTTP for the World Wide Web [browsers], SMTP for email [mail clients], FTP for file transfer [FTP clients], NNTP for news groups [news clients], etc.
