Our internal style does not use quotes. We use initial capitals,
not bolded.

There are several reasons why we do not format GUI items
with bold or other special formatting:

* In procedures that are performed in a GUI, every step
would contain probably at least a couple of items with the
special formatting, so picking out GUI items from regular
text would not really be all that easy. Plus the procedures
start looking like ransom notes.

* We want users to read the explanatory text between menu
item and button names. We don't just want them randomly
clicking and choosing things that are in bold or some other
