Re: capitalization of 'web'

On the one hand, I'd write "Shidler Elementary
School is in Oklahoma City."  On the other hand,
I'd write "The school is in the city" without
capital nouns, even if I were referring to that
particular school and that particular city.
Thus I'd refer to the "World Wide Web" or
"the web."
