I disagree; I'd say those most likely to come unstuck are those who come
from hilly regions where snowfall is relatively common.

Someone who learned to drive somewhere flat and non-snowy would be
likely, I think, to react to a snowy road with a 'holy nfbsk, that thing
looks scary, I think I'll stay on the flat, ta-very-much.'

I learned to drive in winter at the southern edge of the Scottish
highlands.  My reaction to a snowy road would be 'Hah, I know how to
drive in snow, that doesn't look scary...'

...and because my experience of snow is less deep, and my experience of
slopes is less steep, my experience of driving over mountain rods in
winter would be a long sleep...

I agree that the documentation ought to be on the road.
