To me, imbedding the steps within a table makes them subordinate. If I were looking at a page laid out in this manner, I would see Step 6 followed by Step 12, and then have to go back to see that steps 7-11 are imbedded in the table. I'm for relabeling those steps alphabetically, or redoing the whole procedure to eliminate the tables.
