This may be a matter of symantics. The way I understand it: Process = Function. It appears to me that, if you are formulating function objectives, you must already have some functions (i.e., processes) in place.

Don't agree. At my company, we fill out an MBO four times a year and
our quarterly bonus is based on it.

Each quarter, I need to define about 6 functional objectives and 2-3
developmental objectives. The functional can be projects I've been
assigned and completed, projects that improve a departmental process,
or something along those lines. Developmental objectives can be
training in a technology I've signed up for, a college course, a
seminar, etc.

At the end of each quarter, how much I've met that goal is
determined, up to 100%, and that percentage is applied against my
quarterly bonus.
