Maybe it depends on where you work and who you work with. My summary resume
where I just have my summary of projects got rejected because it did not
show where I got my experience with whatever technology and when I got my
experience. I work in a highly competitive area and employers want to see
working experience with technology rather than know-how that was never used
on the job. Originally, Northern California had a very hot market for
technical writers, then the headhunter population exploded and they started
competing, now the TW population is huge, recruiters are scammers, and
lay-offs are everywhere. I need to show that I do have real working world
experience and that I am not a recent grad or a displaced programmer in
order to compete in this market. I am also working on being my own company
(a vendor) rather than an employee of a vendor. I just attended a hearing
where my last employer was dragging its feet on paying me penalties because
it did not pay me my last check on time. I've been a plaintiff at the Labor
Commissioner's office twice before for not getting paid, so I really want to
get away from being someone's "employee."

I've freelanced/contracted for many years and summarize all of that
experience in one section to keep it manageable on paper. I highlight some
of the major contracts depending on the job I'm applying for.
