Avoid them all.  Actually they change so frequently, that if you find one that you like, it might not be around later.  I think that it might be best to be a company and form your own contracts with other companies.  In my area (Northern California) recruiters take around 40% of the project costs and do not work very hard to find new contracts for its employees.  They also tend to focus on specific companies or industries (tech companies, health, and the state) because there is a higher volume of work. Smaller companies are generally left to fend for themselves because no company is actively looking to work with them and they cannot really afford the mark-up for a worker, but there needs are also lower and generally specific to the company.  I think that as a company, a writer can better serve clients than the writer can as an employee of a recruiter.  Also, recruiters and staffing firms seem to be getting a little employee "unfriendly."  I shouldn't have to contact the Labor Commissioner as frequently as I need to.  And, perhaps my mood is drifting into my email, I have another issue forming because a manager does not want to pay for hours that I have worked.

While we are on the subject of staffing services, do any of you have one
or two staffing services you have used that you really liked? Why?

Also, which U.S. state do you think has the best laws to protect
contract employees?

I am not looking for a job, but I am thinking of working short contract
gigs when I partially retire in a few years.
