The PE licensing programs for engineers had a pretty long record of
success for many, as evidenced by their longevity. However, the vast
majority of people working as engineers in the US continue to be
unlicensed, and the percentage of engineers who take the exams has
been steadily dropping for the past 10-15 years. In the absence of laws requiring people to have these licenses, engineers seem to "understand" that their value to someone working in the field is not very much.

When there is a certification program that is successful, I would be very suspicious about anyone that did not understand the value of certification.
