I'd assume it would be an independant organization under STC,
composed of:

- someone from STC
- reps from a dozen or so companies that are tech writing powerhouses
(companies such as Boeing, Oracle, IBM, John Deere, Federal Gov,
etc.)
- a couple of reps from one or more standards organization (such as
ISO or ANSI)
- a couple of reps from top tech writing schools (such as RPI)

etc.
