Exactly. If you get to the hiring manager, you will generally find someone who knows what skills are needed. It's getting past the "gate keepers" that is the problem. The recruiter, scanner, or HR generalist that cannot read a resume beyond the "Education" section. The recruiters that say "the resume doesn't really tell you much". The very large number of people who have no idea what a technical writer is about.
