Another thought on this subject. If you want to work in XML with Docbook
and want results similar to FrameMaker:

Use Structured FrameMaker with a Docbook implementation.

But, then you still have to determine what the differences in work habits
have to be to accommodate the required workflow. Is XML round-tripping
required? If round-tripping, which FrameMaker functionalities do you want
to preserve and which is the best way to preserve them in XML? How are the
XML files to be used?

The same questions arise regardless of what tools are ultimately chosen.
