Perhaps. But it's no more complex than anything else we do and many things
just as complicated we take for granted.

Choosing an authoring environment, building FrameMaker books, dealing with
Word macros, building help files, choosing a HAT, choosing the best web
publishing tool chain ...

Or it can be as simple as anything else we do. Choose whatever tool or
tool chain is first at hand, keep it bone standard, choose a template,
start writing, apply formats. Learn workarounds to attain the results
desired or work within the limitation of the tool(s).
