Maybe this is another one of those software industry things,
but my experience has been that engineers designing things
like explosives handling equipment, electrical and mechanical
equipment, etc., have a pretty good idea how the things
they're designing are used. My only experience with a
product development where this was not the case was
(surprise, surprise) a software project.
