The only thing I have to add is about chapter number prefixing. That is,
when you use chapter numbers to prefix page, table, or figure numbers.
In that case, I find that the simplest approach really is to use Word's
built-in heading levels and outline numbering (even if it's only one
level deep).

I tried a VBA solution using SEQ fields, but quickly got mired in
complications when I hit cross-references.

For novice users, I think the built-in numbering is best. You could make
an effort to provide STYLES that have autonumbers and deprecate the use
of manually applied numbering. Perhaps you might even replace the
functionality of the numbering buttons and commands. You could certainly
add a button that restarts the list, rather than making them work with
the Bullets and Numbering dialog box.

For more sophisticated users and simple lists, I think SEQ fields are
the way to go. Unless you're using RoboHTML as a single-source engine,
that is. In that case, you might as well stick with the built-in

With SEQ fields, you can use the autocorrect solution, which is dandy,
or build up some macros to apply and remove the SEQ fields in more
powerful ways.
