And a definition from Wikipedia:

*HTTP cookies*, sometimes known as *web cookies* or just *cookies*, are
parcels of text sent by a server <http://en.wikipedia.org/wiki/Web_server>to a
web <http://en.wikipedia.org/wiki/World_Wide_Web>
browser<http://en.wikipedia.org/wiki/Web_browser>and then sent back
unchanged by the browser each time it accesses that
server. HTTP <http://en.wikipedia.org/wiki/Hypertext_Transfer_Protocol>cookies
are used for
authenticating <http://en.wikipedia.org/wiki/Authentication>, tracking, and
maintaining specific information about users, such as site preferences and
the contents of their electronic shopping
carts<http://en.wikipedia.org/wiki/Electronic_shopping_cart>.

I like the "parcels of text" part of it, since that seems an easy concept
for a non-technical person to understand.

Your definition is good too, and much shorter. :-)
