To amplify what others have said, use the precise
formatting instructions from the RFP. But if you have
additional information that doesn't fit into the
matrix they provide, it's usually okay to include it
as an appendix. This is helpful sometimes when, for
example, you need to explain the details of how your
solution will become compliant with the requirement of
section 5.3.8 or whatever in the next release.
