This isn't "technical writing," it's just Dilbert-style corporate marketing
speak that isn't carrying any technical information at all. And it's even
arguable whether it's "bad," because the people using it appeared to
be able to consistently understand what even a novice at it was saying.

It is, however, definitely scary.
