The majority of users don't pay any attention to these
figures, as evidenced by the fact that annual power
demand in CA in general and SoCal in particular
grows every year unless the state is in a recession.

Calls for emergency reductions in consumption
reduce demand temporarily almost entirely because
of compliance by business users. Since these are
the largest consumers, it's an example of information
that is effective even though the majority of users
don't pay attention to it, because the user group of
highest impact does.
