Yeah, but what about Enterprise environments? You know, where you've got 300 writers working on all kinds of things, a thousand or more smes spread out around the globe, and people screaming about how busy they are?

If at all possible, face time with smes and their required sign-offs on documents should be agreed to by all concerned parties, and worked into the Project Plan before writing actually begins. From my experience, this usually happens by BR (Business Ready). If you can get everyone to agree to your review requirements up front, it'll help minimize the chaff after things really get started. If multiple reviews are required during different aspects of the project (e.g., after Design Ready, Test Ready, Customer Ready, Channel Ready, etc.), you also want to ensure you work those review periods into that initial Project Plan. The benefits of doing so should be apparent. The caveats though, include you're not being able to make the deadlines you originally established. If that happens, other groups can be quick to point at your duck alignment. Not always, mind you, but when folks get swamped...

It can take some sharp pm'ing to arrange all that.
