As a verb (e.g. "First, you need to set up the receiver."), the correct form is
always "set up".

As a noun (e.g. "Complete the setup by...") or adjective (e.g. "Choose the
following setup options:"), either the hyphenated or closed form is correct,
but the closed form is becoming more common as time goes by.
