I remember years ago when people could use officially-licensed software from
Microsoft. The restrictions were that the software was normally used as a
part of regular work and the user was an employee. I'm sure that all of the
other conditions you mention applied too. I think that employers also
needed to be a part of the program, but I'm not sure. I became familiar
with the program during a couple of contracts, one with the state. There
wasn't a charge and I don't recall if home users could keep a copy of the
software. I think home users just had access to loaner disks and not their
own copies.
