Here's an article from the Willamette Valley STC chapter newsletter that
discusses tech writers and information architects. It's from 2004, but
it explained things well.

I had heard of the title but didn't know much about what might be
involved. It sounds like the IA position is defined differently
everywhere you look, but that it can be a good step up for a tech
writer.
