Documentation specialist often encompasses areas such as design, which can be divided into graphic design and might also include developing special indices and tables. Even though index development can be plug and play in some software, intricate indices require design and this is something not generally handled by a standard writer/editor.
On another level, documentation specialist is a category that can help senior technical writers maintain cost of living increases -- in some markets, it is a higher pay band than tech writer and usually carries more management responsibility depending on the organization.
Not that familiar with information developer, but it sounds more research-driven and possibly would include laboratory work. At one of my past positions I worked side by side with software developers and served as a tester in the process of my writing. In some instances my discoveries led to rewriting of code.
