CMS says a "verb + gerund" compounds is usually open when used as a
noun, hyphenated when used as an adjective before a noun, and closed if
it's a permanent compound (i.e., one that the dictionary shows closed).
Other style guides generally agree.

My dictionary shows "fundraising", closed, so that's how I'd set it in
all cases.
