Hi,

Tautologous ... but what if they are not done? What if somebody writes
something that doesn't have those tautologous thingies?

If somebody writes something but doesn't use the tautologous things, are
they technical writers? If you think they are, then omit the
restriction. Otherwise, keep the restriction. No?
