My *Heading 1* and *Heading 2* styles *always* have a page break before. I always create additional heading styles that incorporate a page break for lower level heading styles. For example I have *Heading 3* which *does not* have a page break then I have *Heading 3 Page Break* that *has* a page break. Other than the addition of the page break they're identical.
