Could it be? I used to work for Dick Brandon many years ago. He had a
company (Brandon Applied Systems) and developed documentation
standards/documents/etc. Company was in NY and Washington DC

Good question...the only other Dick Brandon I was able to find (other than
multiple references to this quotation) was a child actor from the 1920s. I
doubt if either one of these Brandons are the quotee. Whoever Dick Brandon
was, he didn't leave much of a trail.
