Once upon a time - education in the UK was free. I don't think it is
anymore... But given that consideration, it's possible that this
requirement is a leftover from bygone days when it was a give that you
would be accepted...

If it's an online college, I can see the justification in this. You
should
be able to prove you are who you say you are. But I don't know that I'd
want
that at the "request for information" phase. That seems ridiculous.
