You will find that most tools have idiosyncrasies in how they deal
with your needs. Word isn't the best tool to be using for your
workflow and needs. There are work-arounds which people have been
telling you about, but all of them will have varying degrees of
success, because Word isnt' really designed to function in a high
intensity situation like you describe. Your real solution is to use a
better tool than MS Word.

Create HTML or Microsoft Word content and convert to Help file formats or
printed documentation. Features include support for Windows Vista & 2007
Microsoft Office, team authoring, plus more.

True single source, conditional content, PDF export, modular help.
Help & Manual is the most powerful authoring tool for technical
documentation. Boost your productivity!
