"Process Re-engineering for Topic Based Authoring," presentation by
Rob Hanna at Spectrum 2008, Rochester, NY.

Developing Quality Technical Information: A Handbook for Writers and
Editors. 2nd edition.

This book, published in 2004 by a team of IBM writers and editors, is
based on the premise that topic-based writing is a hallmark of quality
technical information. This is hands-down my favorite book about
technical communication :)

Anyone else have any particularly good resources to share?
