Fast food restaurants put up signs in my town that the starting rate is
$10/hr.

Non-profits. I here that the pay is low, but the experience is good.

Student jobs in my area pay $15/hr.

If her résumé can reflect experience that is commensurate with her apparent
age than she should be fine. Your friend has probably written before and
she will need to describe and highlight that experience as it applies to
technical writing.
