To show that your product complies with EU standards (the US system is different), you should provide a DoC (with signature and all), but not necessarily in the manual. You can provide it as a separate doc or on a website or any other means your customers agree to.

If you decide to include it in a manual, the front matter would be a natural choice, but there is no prescription.
