If you refer to Appendix A of the FrameMaker User Guide or the
online help topic "Typing in dialog boxes", you will see that an
opening curly quote is typed as \` (that second symbol is the
accent grave character that you get from pressing tilde key
*without* the Shift key) while closing curly quote is typed as
\' (backslash, apostrophe).

The FrameUsers website has been down for many months, now.
But the list server works fine, even if the archive doesn't.
