To all:

1) Yes, grant writing (more properly "grant application
writing(preparation)" - funders, not applicants, "write grants") is
often done on a freelance or consulting basis.

2) As a paid staff position, grants work is often seen as an
entry-level or mid-level fundraising position. Senior fundraising
positions focus on major gifts, endowments, bequests, and the like.

3) Compensation for freelance or consulting grants work may based on
an hourly or daily rate, a "scope of work" quote based on the
particular circumstances of a situation; or a flat fee. My firm has
always used a scope of work approach.

4) There are grants consultants out there who charge a percentage of
the grant award. There are others who charge a fee that includes a
bonus of some sort should the application be funded. All the various
fundraising professional societies agree that these arrangements are
unethical and should be avoided. These societies' members agree not
to engage in these practices as a condition of membership and/or certification.

5) While percentage-based and contingency compensation for grants
preparation is not, in itself, illegal, it is a gateway to other
practices that are either crimes or torts. The most common of these
practices is where the client that proposes that the contingency or
percentage fee be paid for with grant funds. Since almost no grant
funders permit such payments for grant preparation to be included in
a grant's budget, the applicant (client) and consultant are tempted
to falsify the grant application's budget and activities to hide the
consultant's fee.
