'Usually means that you already have it, or that you have obtained that clearance level in the past but it has expired.

A job req will directly state if one must be "able to qualify" for a clearance level that they currenty do not have. Basically, the company or agency does not want to waste time and big $$$$$ on a candidate who can't pass a background check.
