Hi Dan,

I do a lot of these for the university and for industry. I can see no reason a per hour rate would be a problem. That's what I charge industry. I charge the university a per week rate -- rounded up.

I don't know how you are going to put together a full course in three days, however. You may be underestimating the time you will need. If this were my first course, I would be especially inclined to bill by the hour because I wouldn't know how long I would need to produce it. It typically takes me three days of testing just to select the processes and interfaces I will use. I am currently putting together 4 engineering courses, and they will take months each (but they have 45 to 80 hours of video each). The video for the thermodynamics course is already in place and that project will still take until about May.

As for tools, I usually use XHTML (using DreamWeaver, MPEG, and Flash) in combination with BlackBoard (when students have to interact with the teacher asynchronously online). I teach at least one online course every semester, and it works ok for me. I am able to deliver this material over the Internet with no problem if the end user has enough bandwidth. I find organization of the files to be my biggest problem.

You can also use Powerpoint, but I can't say much about it -- I don't even use it for presentations. The college of engineering also uses a software called Breeze. It allows students and teachers to see each other, but it is site to site, and so doesn't work for individual student locations.

How much does one typically charge to create 5, 3 semester-hour courses? A
government agency wants to buy the program...for a "price"

The material is already available in five separate courses from a "person
who has knowledge in the field", it just needs to be combined together and
polished into one long course for a certificate.

This should take around three days to complete, however the material is
originally conceived from a journeyman in the field. Should this be a
published work rate? What is that? I don't think the typical 50 bucks an
hour is not the way to go on this one.

Are we going about this wrong? Does anyone have any experience in these type
of negotiations.


Also,

Is there any type of online training system to develop and implement a
course for students to take this?

The course is for 15 credit hours which includes assignments that can be
posted online so the amount of time spent on the computer doesn't have
to be 15 hours. The curriculum will be delivered online. What type of
system is best suited for standard knowledge material (social sciences)
and the delivery style.

Is there a standard way that this kind of curriculum development is to
be billed and paid by the hour? or by the amount of work?
