Basically someone gets left in the dirt. My experience has been that the
developers only hear the part about not needing to fully document the
specifications. While they may continue to talk amongst themselves, they
don't include the tech writers, unless you hound them. They often get
more informal, resulting in the project manager becoming left out as well.
