Google does not disclose its algorithm for rating search results, but
these factors are known to increase the rating:

* Paid sites. ("Paid" = revenue to Google.)
* Sites pointed to from other sites.
* Sites where users spent time when using the same search string.
* Frequency of the search string.

Perhaps you're (that's the generic, anybody "you") are looking for an
alternative search engine. One problem is that Google indexes far more
websites than any other engine. Other engines might not get the desired
results. When you build a web site, you decide whether to allow search
engine web crawlers to see/index your content. If you don't allow these
'bots, you (the website administrator) are likely to get an email from
Google explaining why you should allow them inside. Google provides a
code snipped to add to your site. Webmasters often copy/paste the
snippet. It's very handy. However, the snippet allows access to Google
'bots, but no other crawlers.
