Apparently in this case, FM was listed as "a plus."

When I list a position and say something is "a plus"
rather than "required," it means just that: having
the specific skill may add a few mental percentage
points in the candidate's favor if the selection comes
down to an "all else being equal" decision, but not
having the skill will not be a disqualifier if someone
is strong in the areas I list as requirements.

These "plus" points will come nowhere near to
equalling the potential "minus" points that will accrue
if a candidate attempts to make an arguement to me
that I perceive as spurious, and if I perceive it as
an attempt to deceive me the effect will be catastrophic
and unrecoverable.

If one lacks a "plus" skill, the best way to deal with
it is to acknowledge that lack and make the case for
the strengths you have.
