I'm pretty sure this is covered by most grammatical texts commonly used
in tech writing, but positive about Chicago. From what I recall, you
never use a period, even for fragments. However, that might be something
that has changed over time, because I do see it done sometimes,
especially the last item in a list of fragments. Of course, there's
always powerpoint presentations; who knows what you'll see there.
