I would think so too, but it's hard to think of contexts where you'd be
trying to decide between "who" or "that" to refer to a specific person.
There are situations where the choice might come up in writings about
groups of people, but most of the ones that come to mind are of the type
where there's already other content that will offend the groups being
referred to even more.

Ummm - I don't know about that. It seems to me that any person who ends
up being referred to as "that" could get upset -- "What do you mean
