It seems to me that you may be overthinking this. "One or more" is very common usage and is widely understood with no confusion even if it may stretch the conventions of a style guide a bit. But if absolute compliance with Chicago is a requirement (as if that were even possible, considering some of the inconsistencies in that guide), you could substitute either "any number of" or "at least one".
